This is a common term used for the testing that takes place, prior to issuing an EICR.

Portable Appliance Testing (PAT Testing)
PAT or Portable Appliance Testing is the process by which safety checks are performed on electrical appliances.
This needs to take place in all commercial & rented properties.
Landlord Electrical Safety Certificates
Landlords need to ensure their properties are safe through regular safety inspections.
This means carrying out a safety test prior to every new tenancy and at least every 5 years.

Electrical testing is vitally important for all businesses & homes. Electrical components deteriorate over time so, to avoid electrical faults & fires, all homes should be tested every 10 years.
Businesses have a duty to fully test their electrics & equipment every 3 -5 years. This is to ensure they are compliant with Electricity At Work regulations. It’s also advisable to have annual visual inspections along with Portable Appliance Testing (PAT testing).
There’s also a requirement for landlords to have their properties tested every 5 years & whenever the tenancy changes.

EICR
Electrical Installation Condition Report
EICR (Electrical Installation Condition Report), is the new name for the Periodic Inspection Report. They are required to ensure landlords, all commercial & industrial premises, churches, housing associations and letting agents are staying compliant with current legislation, such as Electricity at Work Regulations 1989 & Housing (Scotland Act) 2006. It’s also recommended for all houses / flats to have an EICR every ten years.

Periodic Inspection Report
This is now called EICR (Electrical Installation Condition Report). As electrical components deteriorate over time, this is a comprehensive inspection of the electrical systems and installation in your home or business. Periodic inspection is required by law for all commercial, industrial & rented properties.

PAT Testing
Portable Appliance Testing
The Portable Appliance Testing rules are very simple, as detailed in the 1989 Electricity at Work Regulations act: “All [electrical] systems shall at all times be of such construction as to prevent, so far as reasonably practical, such danger.” In order to comply with the legislation, it makes sense for all organisations & landlords to perform testing on appliances on a consistent basis. In general, a visual inspection should take place at least once a year, although this is not specifically requried by law.

Letting Agents / Landlords
Landlords Electrical Safety Certificates
Private landlords are responsible for ensuring that an electrical safety inspection of their property is carried out by a registered electrician at least every five years, to ensure their properties are electrically safe. This also needs to take place before the start of any new tenancy. The electrical inspection involves two elements
- Electrical Installation Condition Report (EICR).
- Portable Applicance Testing (PAT).
Anything that fails to pass the inspection is replaced or repaired immediately.
